A meeting of the Presidium of the society of ophthalmologists of Russia
Based on numerous requests of representatives of the regions and the decision of the Presidium of OOP to extend the practice of offsite meetings, the next meeting of the Presidium of the society of Ophthalmologists of Russia was visiting and was held in the framework of the Scientific-practical conference on ophthalmosurgery with international participation "East-West 2013" in Ufa on 6 June 2013. Chairman - Professor H. P. takhchidi, resp. Secretary - prof.With. Khodzhaev. In the meeting took part members of the Presidium of OOP (21 people), as well as representatives of various Russian regions (11).
On the Agenda were discussed the following issues:
1. Standards of medical care in the pathology of the eye and adnexa - problems and solutions.
The speaker - the head physician GUZ "Republican clinical ophthalmological hospital MH UR", head. the Department of ophthalmology GBOU VPO "Iggy" the Ministry of health, Professor Vladimir Zharov.
2.Experience the Bashkortostan regional branch of OOP.
Speaker - Director of the Ufa research Institute of eye diseases of the Academy of Sciences of Belarus, Professor M. M. Bikbov.
3.Different.
Prof. Vladimir Zharov in his speech said that now there are options for 54 standards for the provision of various eye care. In the near future, the number of different types of eye care will be increased to 72. The Ministry of health approved it is 6: standards for other types of assistance are the old standards.
Approved new standards:
• primary health care for burns to the eye I degree,
• health care in glaucoma,
• primary health care with acute attack zakratougolnaglaucoma,
• specialized medical care for contusions of the eyeball and orbit,
• specialized medical care to children with congenital anomalies and diseases of the posterior segment of the eye,
• specialized medical care to children with retinopathy of prematurity.
One of the main indicators of the standards for the provision of eye care causing disputes in the territories, is the "average treatment period" (number of days).
We propose to adopt a Federal solution in Supplement form, instructions to established standards, including uncomplicated cataract allowing medical institution in agreement with the regional Ministry of health and obligatory health insurance Fund to establish a reasonable order of decreasing or increasing the average bed-day (in standard standard up to 50% of the average).
The standards for helping children with complicated and uncomplicated cataract, glaucoma and eye trauma are also offered comments and suggestions with the changes.
We hope that the presented comments and proposals for improving standards for the provision of eye care will be taken and considered by the expert Council on the development of standards, Department of ophthalmology and the relevant Department of the Ministry of health of the Russian Federation with the approval of the final versions of the standards.
Speakers on the second issue, Professor M. M. Bikbov told about the experience Bashkirskogo regional branch of OOP. In his report, he reported on the activities of the regional ophthalmic community representation and the protection of doctors on the territory of the Republic, the organization and assist the members of the society in the field of science, education, training, certification, establishment and development of international scientific relations, provide scientific and methodological and practical assistance to agencies, institutions and other agencies inimproving eye care for the population and the introduction of the latest achievements of science, its links with other regional and international associations of ophthalmologists and.
The performances were received with great interest. In the section "Miscellaneous" Professor N. With. Khodjaev said that the Presidium OOP received application with relevant documents regarding the approval of the relevant section strabismological, the establishment of the Commission on pediatric ophthalmology "Club for retinopathy of prematurity", "Club on refractive surgery." After discussion, it was decided to support the initiative.
Next, Professor N. With. Khodzhaev drew attention to the growing scientific and medical activity of young ophthalmologists and their willingness to participate in various scientific, educational, and institutional projects. In this regard, he proposed expanding the format of the printing on the OOP of the newspaper "World of ophthalmology", to allocate a special partition or application "World of ophthalmology the eyes of young people" and invite young doctors, students and post-graduates to cooperate. Delegate all creative in its design and content, to create a youth edition, etc. with the newspaper society of ophthalmologists "World of ophthalmology".
The proposal was unanimously supported by the members of the Presidium. The Bureau OOP made the decision on creation of such application to the newspaper "World of ophthalmology" and instructed the Professor N. With. Hodjaeva as chief editor of the newspaper to organize and implement this project.
